Developing an “Innovative” Ukraine
Analyzing 20 years of the Ukrainian independent state every new government proclaimed an innovative development as a priority of its policy. Numerous strategies and state programs, various authorities and official declarations were established. However, perhaps everybody in this country realizes that scientific and technical potential inherited from the Soviet past was not sufficiently exploited or developed. The problem has drawn public attention when the scientific background appeared to be pitiful.
Being traditionally rich in scientific workers, our country lost a lot of them who emigrated abroad. Those who stayed here attempt to undertake research and inventions but not a lot of them are then translated into products and new services. The lack of commercialization doesn’t allow innovations to become business ideas. What are the reasons?
Problem number one: unfortunately many Ukrainian business owners don’t perceive innovation as a competitive advantage. Indeed, the introduction of innovation is a venture, and an expensive one that usually brings profit in the long term. Personal agreements and political affiliation work much more efficiently at the moment.
Problem number two: the existing bureaucratic approach towards research and development demotivates both inventors and potential investors.
Problem number three: there is still lack of credibility towards IP protection and enforcement mechanisms.
By far, topical problems are identified by the society, and it means that the main instrument is basically the will of national governments, and properly envisaged measures in laws are an attachment.
With the beginning of the new autumn season, the UJBL team suggests taking an in-depth look at crucial problems and missed the opportunities of innovative Ukraine.
