Members of the American Chamber of Commerce in Ukraine met corruption-buster Ruslan Radetsky

On 15 September the Chamber held a meeting with Ruslan Radetsky, deputy head of the National Agency for Prevention of Corruption (NAPC),devoted to discussing current issues in counteracting corruption and e-declarations.

As the NAPC is the main body responsible for preventing corruption, in particular through collecting and monitoring e-declarations of civil servants, Ruslan Radetsky focused on describing the state of play with this system. According to the speaker, about 3,000 civil servants have already been registered in the system and more than 300 submitted their e-declarations. In total, over 50,000 declarations are expected to be received annually. He also explained some specifics of application of e-declaration: starting from 1 September, no paper declarations can be submitted; at the same time, in case of application for position and resignation, provisions of the previous law are applied before 30 October. After this date, only e-declarations will be submitted.

Mr. Radetsky also outlined the division of functions between 4 members of the Agency: in particular, the deputy head is responsible for monitoring e-declarations. In the part, which directly concerns business — monitoring of the application of the provision of the On Preventing Corruption Act of Ukraine, which introduces requirements for anti-corruption compliance in private sector — NAPC member Oleksandr Skopych is responsible for this area.

In order to outline some of the Chamber activities in the anti-corruption sphere, Igor Svitlyk, head of the Chamber Anti-Corruption Working Group, presented the results of the Mid-Year Corruption Perception Survey and Anti-Corruption Brochure.

Further discussion was focused on such issues as possible provision of consultations on application of the On Prevention of Corruption Act of Ukraine, access to information, contained in declarations, relations of the NAPC with whistleblowers, possibility for commercial banks to receive information on revenues of politically exposed persons and possible introduction of a zero declaration in order to make e-declarations more effective.
